Child Abuse Prevention

Child Abuse Prevention Councils

The Child Abuse Prevention Councils (CAPC) of California are community councils appointed by the county Board of Supervisors whose primary purpose is to coordinate the community’s efforts to prevent and respond to child abuse.

Their activities include:
  • providing a forum for interagency cooperation and coordination in the prevention, detection, treatment and legal processing of child abuse cases
  • promoting public awareness of the abuse and neglect of children and the resources available for intervention and treatment
  • encouraging and facilitating training of professionals in the detection, treatment and prevention of child abuse and neglect
  • recommending improvements in services to families and victims

Child Abuse Prevention Councils (CAPCs) work in collaboration with representatives from disciplines including: public child welfare, the criminal justice system and the prevention and treatment services communities. Council participation may include the county welfare or children’s services department, the probation department, licensing agencies, law enforcement, the office of the district attorney, the courts, the coroner and community service providers such as medical and mental health services, community-based social services, community volunteers, civic organizations and religious community.

California’s Regional Child Abuse Prevention Coalitions

The Office of Child Abuse Prevention provides funding to eight regional coalitions of Child Abuse Prevention Councils (CAPCs) throughout California to aid in strengthening CAPCs in all 58 counties and their prevention networks both locally and regionally. These prevention networks are based on partnerships and implemented through an interdisciplinary, collaborative public/private structure that includes parents as full partners.

The coalitions are responsible for the coordination and support of local CAPCs within their region in order to:
  • develop, expand and sustain a prevention network to coordinate child abuse prevention efforts regionally and locally
  • provide public/community awareness and education about child abuse prevention
  • evaluate the effectiveness of the prevention networks regionally and locally and adapt to changing needs
