The Executive Program
The Executive Program at the Center for Human Services, UC Davis Extension, presents a unique opportunity for county agency directors to come together and focus on key issues impacting public human services agencies. In full-day sessions led by national experts, directors gain new perspectives along with fellow directors and engage in high-level discussions in a thought-provoking and action-oriented format.
Discussions also focus on key leadership issues in agency policy and practice, including:
- executive and managerial exchanges across counties and agencies
- inter-county projects and issues framing
- resource sharing and development
- new director development
- policy and practice reviews
- leadership skills enhancement
- advisory role for leadership development programs
Relevant topics
In the past, the Executive Program has focused on a variety of topics such as:
- economic forecasting
- juvenile court and welfare services
- innovation and technology applications
- fiscal planning and fiscal solutions
- TANF reauthorization
- Child Welfare Redesign
Program format
Each session of the Executive Program includes a full day of roundtable discussion and action planning led by experts in the field. Sessions typically take place once a month for a period of four to five months.

Program facilitator
Larry Leaman, M.B.A., has worked in public service for more than 40 years, including the 23 years he served as director of social services for Orange County. Administering an array of social service programs with over 3,500 employees, he was responsible for the budgeting and expenditure of public funds in excess of $1 billion annually. He twice served as president of the California County Welfare Directors Association. In 2003, Leaman received national recognition for his work when he was presented the National Child Abuse Prevention award by the federal Administration on Children, Youth and Families. Now retired, Leaman serves on the board of directors of Project Access and the California Family Resource Association.
